Historic National Road - Twigg Rest Area Completion
Introduction
The Twigg Rest Area is a traditional 1930s era roadside park leased by the City of Terre Haute from the Indiana Department of Transportation and located along U.S. 40 and the National Road Heritage Trail on the eastern edge of Terre Haute.
Background
The Indiana Department of Transportation completed Phase I development of the Twigg Rest Area in 2002 with 100% state funds at a cost of $225,000. The City of Terre Haute secured National Scenic Byway funds and Transportation Enhancement funds for Phase II construction completion of the Twigg Rest Area in 2004. The Engineering Department used an engineering consultant to develop final design plans and for the submission of all federal-aid documentation.
The Board of Public Works and Safety approved a State-Local Public Agency Agreement in July 2006 with the completion of Phase II design plans. Construction contract lettings were advertised three times by INDOT. The first letting in 2006 did not receive a bid. A second letting in 2006 exceeded the engineer’s estimate. The third contract letting bid in 2007 was awarded by INDOT, but the contractor was subsequently disqualified. The City of Terre Haute, Engineering Department, requested a rebidding of the project in 2007 and a new the contract letting is now scheduled for November 2008.
Current Status
Terre Haute’s approved design for Phase II completion of the Twigg Rest Area calls for the construction of a concrete block restroom/maintenance building, a sanitary sewer lift station, a playground, and a large picnic shelter. The project has a programmed cost as follows:
